Lowering costs for Canadians at the pump
$2,870M in 2026-27
Extends the diesel and gasoline excise suspension to January 31, 2027, with half rates to March 31 and full rates from April 1, 2027 (Chapter 3, s. 3.1).
New free trade agreements and negotiations
No cost line
Concludes deals with Indonesia, Ecuador and the UAE and aims to finish ASEAN, the Philippines, India and Mercosur in the coming months (Chapter 2, s. 2.2).
Boosting innovation and commercialisation
$936M over 5 years
Extends SR&ED to regulatory testing for first approval and to the cost of plant breeders' rights, which helps seed and crop-input developers (Chapter 1, s. 1.1).
Building Canada Strong Act (Bill C-39): trade corridors, ports and Transportation Projects Office
No cost line
Would designate strategic trade corridors, modernise port governance and help prevent disruptions to critical infrastructure (Chapter 2, s. 2.1).
Risks & Opportunities
Risks
- ●Budget 2025's $372 million Biofuels Production Incentive runs two years from 2026-27 and is not extended, while Clean Fuel Regulations amendments are listed with no detail (Chapter 1, s. 1.4).
- ●Budget 2025's higher interest-free limit for canola advances covered only the 2025 and 2026 program years, and Budget 2026 does not renew it (Budget 2025, Chapter 2).
- ●Bill C-39's Labour Code changes fully protect the right to strike, so rail and port stoppages remain possible at harvest (Chapter 2, s. 2.1).
- ●Full federal fuel excise rates return on April 1, 2027, before spring seeding (Chapter 3, s. 3.1).
- ●Higher penalties under the Seeds Act, Fertilizers Act and Plant Protection Act start raising revenue in 2027-28 (Chapter 6, s. 6.3).
Opportunities
- ●Combines, seeders, sprayers, trailers and silos can be written off in full under the Productivity Mega Deduction, announced September 15, 2026 (Chapter 1, s. 1.1).
- ●SR&ED covers regulatory testing and plant breeders' rights costs for taxation years beginning on or after November 5, 2026 (Tax Measures: Supplementary Information).
- ●The food strategy promises faster approvals for seeds, feed and fertilisers, and its processing funds are open with proposals under review (Chapter 3, s. 3.2).
- ●The $5 billion Trade Diversification Corridors Fund is open for projects that reduce bottlenecks on key trade corridors (Chapter 2, s. 2.2).
- ●Farm transfers to nieces and nephews can be tax-deferred from January 1, 2027 (Tax Measures: Supplementary Information).
Suggested Message Frames
“The budget lists combines, seeders and sprayers among assets now written off in year one under a $36,055 million deduction, and grain farms will invest that money when prices allow.”
“All $2,870 million of the fuel excise extension falls in 2026-27, so farms pay full federal excise on diesel when they seed the 2027 crop.”
“Budget 2025 gave canola $372 million for biofuels and higher interest-free advances, and Budget 2026 renews neither, so the trade-shock support ends while the market risk remains.”
Executive Summary
- Two Budget 2025 supports that matter to canola are not renewed, $97.5 million for higher interest-free advances on the 2025 and 2026 crops and a $372 million biofuels incentive that ends after 2027-28.
- All $2,870 million of the fuel excise extension falls in 2026-27, so farms pay full federal excise on diesel when they seed the 2027 crop after rates return on April 1, 2027.
- Grain logistics gets legislation and data more than money, with $22 million over four years for supply chain data while Port of Churchill Plus sits on the Major Projects Office list with no cost line.
For grain and oilseed groups, the budget's best line is in the tax chapter. Permanent full expensing of machinery and bins cuts the tax rate on new farm investment below zero. The trade-shock supports Budget 2025 gave canola are left to expire, and the budget never mentions canola, China's market or business risk management.

Productivity Mega Deduction. The farming examples are tractors, combine harvesters, farm trailers, plows, seeders, crop sprayers, balers, barns, greenhouses and silos (Budget 2026: Masters of Our Destiny, Chapter 1, s. 1.1). The marginal effective tax rate on new agriculture and fishing investment falls from 7.6 per cent to -6.0 per cent, a drop of 13.6 points (calculated). A negative rate means the tax system subsidises the marginal investment. The benefit comes as a deduction, so it is worth most in a year with taxable income. In a poor crop year it carries forward as a loss. The chapter gives no date from which purchases qualify.
Fuel excise relief. The suspension has been in place since April 20, 2026, and the extension adds $2.9 billion of relief (Budget 2026: Masters of Our Destiny, Chapter 3, s. 3.1). The chapter names food and agriculture among the sectors it helps. Fall harvest and drying in 2026 fall inside the relief. Spring seeding in 2027 falls after it.
Trade agreements. Canada has concluded a deal with Indonesia and is negotiating with India, the Philippines and ASEAN (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.2). These markets have bought Canadian wheat, canola and pulses in past years. The budget gives no tariff schedules or dates.
SR&ED expansion. Tests to meet regulatory requirements for first approval, and the cost of registering and keeping plant breeders' rights, become eligible (Tax Measures: Supplementary Information). The credit goes to the corporations doing the research. Seed developers and crop-input firms gain directly, and farms gain through faster access to new varieties and products.
Bill C-39. The bill would designate strategic trade corridors, create a Transportation Projects Office and modernise port governance (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.1). It was introduced before the budget and is re-presented here.
Asked For vs. Delivered

Asks compiled by Stephen Taylor's AI Public Affairs Toolset, September 15 to November 5, 2026.
The sector's own asks were regulatory, and none was answered in the budget. The Canola Council and the CTF pulled in opposite directions on the Clean Fuel Regulations, and the budget kept the rules while giving no detail on the amendments. The diesel relief was decided before budget day. Biofuel demand and pesticide criteria are the next cycle's agenda. The tax review sought by a coalition that includes the Canadian Federation of Agriculture is also absent.
Risks
Canola demand loses two supports. Budget 2025 funded a $372 million Biofuels Production Incentive over two years from 2026-27 for domestic biodiesel and renewable diesel producers, and promised targeted Clean Fuel Regulations amendments (Budget 2025: Canada Strong, Chapter 2). Budget 2026 lists "Amendments to the Clean Fuel Regulations" as an action under way and says nothing more (Budget 2026: Masters of Our Destiny, Chapter 1, s. 1.4). If the incentive lapses after 2027-28, biodiesel and renewable diesel plants, which buy canola oil, lose their production support before any new rule replaces it.
Export risk is unaddressed. The budget does not mention canola or China's market. Annex 1 reports that the China Surtax Order (2024) on electric vehicles, steel and aluminum remains in force. It has assessed $577 million since October 2024, of which $359 million was remitted or relieved (Budget 2026: Masters of Our Destiny, Annex 1). Canola access to China has been tied to that surtax in the past. The budget gives no sign of how the government plans to handle it.
Logistics remain exposed to labour disputes. Bill C-39 would support earlier bargaining and negotiated settlements "while fully protecting the right to strike" (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.1). This suggests the bill adds no new power to end a rail or port stoppage. A strike at harvest would still hit grain shipments.
Income stabilization stays where Budget 2025 left it. Budget 2025 raised the AgriStability compensation rate from 80 to 90 per cent with $109.2 million in 2025-26 (Budget 2025: Canada Strong, Chapter 2). Budget 2026 adds no business risk management measure. Regulatory costs also rise as penalties under the Seeds Act, Fertilizers Act and Plant Protection Act are modernised (Budget 2026: Masters of Our Destiny, Annex 3). Budget 2025's review cut to the Canadian Grain Commission, $0.9 million in 2028-29 and $1.0 million ongoing, stands (Budget 2025: Canada Strong, Annex 3, Table A3.2).
Input costs carry a scenario risk. In the budget's global supply disruptions scenario, a longer Middle East conflict keeps inflation higher and the deficit grows by $2.2 billion a year on average (Budget 2026: Masters of Our Destiny, Annex 1). Diesel and nitrogen fertilizer are the farm inputs most exposed to that scenario.
Opportunities
Machinery and storage get the largest benefit. The deduction is permanent, so farms can plan replacement cycles without a phase-out date. The Canada Revenue Agency will decide whether specific assets qualify once legislation is tabled (Budget 2026: Masters of Our Destiny, Chapter 1, s. 1.1).
The food strategy's fourth objective is to "speed up approvals for seeds, feed, fertilisers, and veterinary products" and clear backlogs (Budget 2026: Masters of Our Destiny, Chapter 3, s. 3.2). Its $1 billion Agri-food Project Finance Fund at Farm Credit Canada finances food processing capacity, which can include crushing and milling. Funding streams are open and proposals are under review. The Regional Tariff Response Initiative has funded grain-linked processing, including $516,000 for value-added flax processing in Manitoba (Budget 2026: Masters of Our Destiny, Chapter 2, Figure 2.11).
Trade infrastructure has money already in place. The $5 billion Trade Diversification Corridors Fund and the $1 billion Arctic Infrastructure Fund were launched to reduce bottlenecks on key corridors (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.2). The budget adds $55.3 million over two years on a cash basis for digital trade documents and tracking, and $22 million over four years from 2027-28 for Transport Canada's supply chain data. Port of Churchill Plus is on the Major Projects Office list (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.1).
Succession gets easier. Farm property can pass to a niece, nephew, grandniece or grandnephew on a tax-deferred basis from January 1, 2027 (Tax Measures: Supplementary Information). Annex 3 would also amend the Canadian Agricultural Loans Act to improve access to capital and support intergenerational transfers (Budget 2026: Masters of Our Destiny, Annex 3).
Likely Government Intent
The government wants farms to invest and export. It calls Canada "one of the largest exporters of agri-food products in the world" (Budget 2026: Masters of Our Destiny, Chapter 3, s. 3.2). It says exports beyond the United States "have now reached their highest share in four decades" (Budget 2026: Masters of Our Destiny, Chapter 2, s. 2.2). Permanent expensing and new trade deals serve both aims without a commodity-specific program.
The budget also moves agriculture from the trade-shock file to the affordability file. Budget 2025 placed AgriStability, canola advances and the biofuels incentive under tariff response. Budget 2026 puts its main food measure in "A more affordable life." This implies new farm money will be judged by its effect on grocery prices and domestic processing.
The fiscal rules favour tax measures. Forgone revenue from capital-focused tax incentives, $9.9 billion in 2026-27, is counted as capital investment. The Mega Deduction therefore does not count against the day-to-day operating balance (Budget 2026: Masters of Our Destiny, Annex 1, Table A1.6). An income support program would.
Open Questions
- Will the Biofuels Production Incentive continue after 2027-28? Natural Resources Canada holds the answer. Crush demand for canola depends on domestic biodiesel and renewable diesel output.
- What will the Clean Fuel Regulations amendments do? Environment and Climate Change Canada holds it. The budget lists them without saying whether they raise or lower demand for crop-based fuels.
- Which corridors will Bill C-39 designate? Transport Canada holds it. Designation decides whether prairie rail lines and Churchill get priority for federal approvals and corridor money.
- When will the Mega Deduction be legislated? Machinery acquired on or after September 15, 2026 qualifies (Budget in Brief). The Department of Finance's Tax Policy Branch holds the bill's timing, which farms planning fall or winter purchases need.
- What criteria will define an "increased significantly" pesticide risk? Health Canada's Pest Management Regulatory Agency holds it, under Bill C-31. The budget's promise of faster approvals depends on how re-evaluations are triggered.

Suggested Message Frames
For government. The budget lists combines, seeders and sprayers among assets now written off in year one under a $36,055 million deduction, and grain farms will invest that money when prices allow. The supporting figure is the tax rate on new agriculture investment, now -6.0 per cent.
For members. All $2,870 million of the fuel excise extension falls in 2026-27, so farms pay full federal excise on diesel when they seed the 2027 crop. The supporting dates are half rates from February 1 and full rates from April 1, 2027.
For media. Budget 2025 gave canola $372 million for biofuels and higher interest-free advances, and Budget 2026 renews neither, so the trade-shock support ends while the market risk remains. The supporting figure is the $97.5 million advance increase that covered only the 2025 and 2026 crops.
Opposition and Media Narratives to Anticipate
The Conservatives will say the budget brings back the diesel tax before seeding and keeps the Clean Fuel Regulations. They asked for all federal diesel taxes to be removed until July 1, and they will tie the April 1 return to farm costs and food prices.
Prairie provincial governments are likely to note the silence on canola and China and the end of the biofuels incentive. The Bloc Québécois will press for restored agri-food research centres. The CTF will repeat its call to scrap the Clean Fuel Regulations, which puts it at odds with the Canola Council on the same rule.
The business press will lead with the 6.4 per cent overall tax rate on new investment and the -6.0 per cent rate for agriculture. Fiscal commentators and the Parliamentary Budget Officer will look at a $62.3 billion deficit in 2026-27. Public debt charges rise from $60.2 billion that year to $85.5 billion by 2030-31 (Budget 2026: Masters of Our Destiny, Annex 1, Table A1.8). They will ask whether permanent expensing is affordable.
Data Points to Monitor
The exchange rate is the first number for exporters. The forecast puts the dollar at 72.1 U.S. cents in 2026 and 72.4 cents in 2027 (Budget 2026: Masters of Our Destiny, Annex 1, Table A1.2). A weaker dollar raises Canadian-dollar grain prices. WTI oil, forecast at US$85 in 2026 and US$79 in 2027, sets the direction of diesel costs after excise returns.
Interest rates set the cost of operating credit and machinery loans. The forecast has the three-month treasury bill at 2.3 per cent in 2026 and 2.6 per cent in 2027. The global supply disruptions scenario would keep rates and input costs higher (Budget 2026: Masters of Our Destiny, Annex 1, Table A1.12).
On policy, the milestones are the Mega Deduction bill, the Clean Fuel Regulations amendments in the Canada Gazette, and Bill C-39's corridor designations. Others are the texts of the Indonesia, India and ASEAN agreements, the Budget Implementation Act's CFIA penalty and Canadian Agricultural Loans Act provisions, and any notice on the Biofuels Production Incentive. The 2027-28 Main Estimates will show Agriculture and Agri-Food Canada's and the Canadian Grain Commission's budgets after the review cuts. The spring economic and fiscal update will restate the oil and tariff outlook.
