Federal Budget 2026: What It Means for Students

Federal Budget 2026 for students: a one-time grocery top-up of up to $339 in early 2027, and no word on the $4,200 Canada Student Grant after 2026-27.

What This Means for You

  1. The budget does not say whether the $4,200 full-time Canada Student Grant, which the Spring Economic Update 2026 kept for 2026-27 only, continues. The Budget in Brief lists only the current $14,400 maximum in student aid.
  2. The largest cash item for most students is a one-time grocery benefit top-up of up to $339, and a single student with 2025 net income below $11,564 gets only part of it.
  3. The only multi-year student-aid money in the budget is $437.9 million for the Post-Secondary Student Support Program, and it serves First Nations students alone.

Students get a one-time cash payment, some tax tidying and a promise of free AI tools. The amounts that decide whether you can afford next year, the federal grant and weekly loan limit, are not in the budget.

Change Amount Who in this group When
Gain: 2027 Canada Groceries and Essentials Benefit Supplement Up to $339 for a single person, $4,055 million in total Students with low 2025 income who filed a 2025 return Early 2027
Gain: optional $1,000 flat moving deduction $4 million over four years, about 30,000 claimants of all kinds Students who move to study and have taxable scholarship or bursary income 2027 tax year
Gain: scholarship exemption allowed with employer support Budget does not state a cost Students whose program is also paid for by an employer 2027 tax year
Gain: Post-Secondary Student Support Program $437.9 million over five years First Nations students From 2027-28
Gain: free national museums $46.3 million over five years, $11.5 million ongoing Everyone under 25 From 2026-27
At risk: higher Canada Student Grants and loans $4,200 grant and $300 a week in 2026-27, against $3,000 and $210 before Full-time students in financial need Budget sets no 2027-28 level
Re-announced: 175,000 youth jobs and placements Funded in Budget 2025 Summer jobs, work-integrated learning 2026-27 only
Expires: Youth Climate Corps $40 million over two years (Budget 2025) More than 2,000 young people Funding ends after 2027-28

The budget states a per-person value only for the grocery supplement. Every other line is a program total.

The 2026-27 grant and loan increase cost an estimated $1.1 billion over five years (Spring Economic Update 2026, Chapter 2). The budget's two other new lines aimed only at students, the Terry Fox Humanitarian Awards and the Dechinta Centre in the Northwest Territories, add up to $20 million (calculated). If the 2026-27 increases lapse, a full-time student in need would get up to $1,200 less in grants for the year (calculated).

The Measures That Matter to You

Measure Amount When What it means for you
2027 Canada Groceries and Essentials Benefit Supplement $4,055 million Early 2027 Up to $339 if single, based on your 2025 return
Supporting student success in First Nations communities $4,796 million net From 2027-28 Includes $437.9 million for First Nations post-secondary students
AI for All $2,038 million 2026-27 to 2030-31 The strategy behind $162 million for 10,000 Mitacs placements
Trusted AI agents for students No cost given Details before end of 2026 Free AI tools promised, provider unknown
Making it easier to manage your taxes $821 million, whole bundle 2027 tax year $1,000 flat moving deduction, scholarship rule fix
Free national museums for under-25s $511 million, whole measure From 2026-27 Free year-round entry
Erasmus+ negotiations No cost given Talks launching More study and work options in Europe

Two eligibility points matter here. The grocery supplement is paid on your 2025 tax return. A student who did not file for 2025 gets nothing until they do (Tax Measures: Supplementary Information, 2027 Canada Groceries and Essentials Benefit Supplement). The flat moving deduction can only be claimed against a student's taxable scholarship, bursary and research grant income. Scholarships tied to full-time study are generally tax-exempt under current rules, so this suggests most undergraduates will have nothing to claim it against.

The pre-budget record for students holds one ask, from CAUT, a faculty union, and no ask from a student group. The budget's student content is similarly thin. The university projects in the infrastructure list are York University's School of Medicine and a health annex at Cape Breton University (Budget 2026, Chapter 3, s. 3.2).

Who Within This Group Gains or Loses

Apprentices and trades students come out furthest ahead. Team Canada Strong gives them a $5,000 Red Seal completion bonus and a $400 weekly top-up on Employment Insurance during in-class training. The budget also temporarily raises their minimum EI to 18 weeks from 14 (Budget 2026, Chapter 3, s. 3.4). Only the EI change is new in this budget. The government's impacts report says the EI extension for apprentices will mostly benefit men (Budget 2026, Annex 4).

Graduate students, postdocs and recent graduates in AI-related fields gain from the 10,000 Mitacs placements. The budget calls them the first of up to 90,000 AI-related opportunities planned by 2031 (Budget 2026, Chapter 5, s. 5.2). Undergraduates in other fields have no new placement program.

First Nations students get the most secure funding of any student group. The Post-Secondary Student Support Program money runs five years, and the Dechinta Centre gets $10 million for land-based programs in the Northwest Territories.

Low-income students living independently gain the most from the grocery supplement. A single student needs 2025 net income above $11,564 before the single supplement starts phasing in, so a student with little summer work in 2025 gets closer to the $223 adult amount.

Students whose employer pays part of their program gain from the scholarship fix. Until now that support could cost them the scholarship exemption.

International students face a smaller system. New arrivals from January to August 2026 were 71% lower than in the same months of 2024, and the government presents this as its plan working (Budget 2026, Chapter 3, s. 3.4). The 2027-2029 Immigration Levels Plan sets 370,000 new temporary resident arrivals a year, against 686,010 in 2024. Up to 200,000 temporary residents could become permanent residents by the end of 2027. This suggests international graduates already working in Canada have a better path to stay than new applicants have to arrive.

What's Missing

The budget is silent on the Canada Student Grant and weekly loan limit for 2027-28. The same gap covers the grants that rose in proportion in 2026-27. Those are $2,520 for part-time students, $2,800 for students with disabilities and $2,240 per dependant for full-time students with children (Spring Economic Update 2026, Chapter 2, Table 2.1). Students with disabilities and student parents have the most riding on that decision.

Quebec, the Northwest Territories and Nunavut run their own student aid and receive federal payments to offer comparable support. This suggests their 2027-28 amounts are unsettled too, since the federal level they track has not been set.

The budget also sets no repayment or forgiveness changes for federal student loans.

The budget repeats the 175,000 youth jobs and placements for 2026-27 and gives no target for summer 2027. Budget 2025 funded Canada Summer Jobs and the Youth Employment and Skills Strategy for two years and the Student Work Placement Program for three. Budget 2026 adds no money to any of them. Youth unemployment was 13% in September 2026, and the budget says subdued hiring makes it harder than usual for young people to find work (Budget 2026, Economic and fiscal overview). Students looking for summer 2027 jobs have no federal target to plan around.

The housing chapter has no measure for student housing.

A horizontal review of skills and youth programming is under way, with results in future publications (Budget 2026, Chapter 6, s. 6.3). The budget still has savings to find of $0.5 billion in 2027-28 and an average of $1.8 billion a year from 2028-29. It does not say where those savings will come from. If youth programs are part of them, the programs students use for summer and co-op work are exposed.

Kids Help Phone gets $7.5 million over three years, and the funding ends after 2029-30.
